Major Jack Chance and Colonel John Ryan, members of a secret black ops team called Phantom #1 that hunts criminals and monsters. The story takes place in "Light City," once prosperous but now crime-ridden. The boys respond to a hostage situation at a mall where a lycan terrorist is threatening to kill hostages unless his captured comrades are released.
